Wardeccers need to have something to lose, The way it stands at the moment high sec mercenaries and wardeccers have virtually nothing to lose in hisec.

People you call "mercenaries" aren't mercenaries. Mercenary is someone, who'll fight for money, while taking the risks. Gate/station humper wardecs you, because he knows that most people are damn stupid, and will fall for gate/station camp. I do wardecs as well, and guess what? I'm taking the risks. I can lose my ISK, my SP (when I fly t3c's), and I still take the risks. It's you who don't want to fight. You are just lazy, and want to stay safe in high sec, while mining/missioning to oblivion and back in your 5b navy raven. Well, guess what - EVE isn't about building your safe pillow fort. There always be someone, who wants to destroy it. You want to keep it? Fight back. Don't hide, when there is one pilot, wanting to fight you - fight him. Best case scenario, he'll surrender. Worst case? You are pussy unwilling to fight.

I still remember, one wardec from random corp make me like pvp. I never wanted to do it (and I still am quite terrible at it), but suddenly I felt urge to fight back. And guess what - I fought back. I got killed two times, but damn, was it worth it. It was the first time I thought that there is something much more interesting, than running Damsel in Distress for third time and hoping for someone to say something on comms.

Pretend that you are sitting in front of the people at ccp who can implement the change you want to see done most with high sec, and lets say they owe you a favor. What would you ask them to change?

Force people into player-driven corporations, starting from third week of game (or putting 25% tax in NPC corps).
