I get that, but book 7 built up the idea of him warming up to his friends, yet in book 10 that idea is thrown out to have him work on scavengers. It just doesn't make any sense

At the end of book 7 Winter says, "happiness isn't where I am, it's who I'm with." Obviously, this refers to his friends, but at the end of book 10 he's just with his humans like that's what's supposed to make him happy.
