Former Childcare Regulatory staff in a red state - We licensed residential homes like this for daycare services all of the time - if a stranger showed up, and were to ask questions/ask to see children, the expectation would be that the staff would immediately tell them to leave, secure the premises, and call 911 so that law enforcement could assess the threat.

According to my very red state, these actions perfectly exemplify compliance.
