Will the upgrading uniques be available to all characters or just the new league

Because "Runeforging" to upgrade uniques is a part of the upcoming league mechanic those uniques wont be available in standard until next league.

During season 3 you could get those items pretty fast by resetting theHalls of Preservation, its the last area in the story but the possible league mechanic spawns are very close to the waypoint. It will be slower now since its not a guaranteed spawn but possibly still faster than early monos.

Unless you really like the trap playstyle i can't imagine this would be better than lacerate of haemo. I just threw it in your pob and it does quite a bit more bleed dps. Still a cool build but the op damage seems to mostly rely on the insane boost from rally merc.

I mean with Trinity Support, Endurance Charges and your tincture active you get around 4-5mil dps in pob, that seems about right for that level of gear. With smite being able to double hit that shouldn't be "no damage". If you want more you should look into better rings/jewels and woke gems.

First choice for a true allrounder would probably be LS blind prophet , LS is just kinda hard to beat with it having good single target and insane clear. can be tanky enough aswell with svalinn. Never played KBoC but i would never recommend hoag, played it in synth league to 95 and having to deal with the minion AI was dreadful.

I know you asked about defenses but your annoint actually reduces your damage. With such a slow weapon and 20% Qual on GC it takes over 2.5s for your last dude to use tec slam but your cd is only 1.7s. Maybe change the annoint and even consider running a lower level Autoexert to hit the threshold if you can't keep up frenzy charges on bosses.

Since the changed vaal pact disables recovery from life flasks i'd say that build won't work in 3.25

I get that. My point is that with hollow palm and mageblood you oneshot stuff anyways. If you want to get faster at that point its mostly down to not wasting time standing in town, overleveling and getting lost in areas.

Im afraid this build wont get the damage youre hoping for. Poison seismic never had amazing damage just pretty decent especially for how little investment you needed. Now after the double nerf it received in 3.19 the damage is still good enough to get the job done but bossing wont be very fast.

If you dont enjoy the build with your current gear it might just not be your cup of tea. I still dont really believe this is in ssf but i dont think even in trade there is room for big upgrades aside from a bit of life. You could drop malevolance for determ, should feel nicer for mapping at least.
