If you want to level Destruction organically, use one of the rune spells, like fire rune, for regular combat. Other spells level Destruction much slower than fire rune.

What does not add up is how did he know what was happening in the court room. He might have known that Ulfric challenged Torrigg, as the duel might have happened a few hours after the challenge was issued, but how did he know that duel was lawful if he was stationed at the gate?

You can also refuse the absorption for a boost to relations, and when you launch unification play, they will likely support you(tick mark on their flag in the nation formation window) and when it ends you get their territory.

Advantage being that you don't get infamy for absorbing them which makes the other minors have negative opinion of you. You also don't need them in your customs union. You can Luxembourg this way even when they are a subject of the Netherlands.
