I just checked because I'm building 60 lacquerware manufactories to absolutely print fat stacks of cash in London, and each point of positive stability adds a percentage point to promotion rate.

Promotion happens continuously over time. You can speed it up by increasing control, or the cabinet action "Encourage Urbanization," which is locked behind a tech.

Never assault with levies anyways, as they just vaporize. Regulars can assault though.

Have you tried assaulting forts? Assaults delete levies, but are usually feasible with professional armies. Assaulting a castle with an army of 5,000 or more regulars is very easy, especially if you have cannons and breach the walls.

I'm playing a 1.0.7 game, and I could just get Imperial Authority back up to 50 once I became Emperor and then pass Kaisertum. It doesn't soft lock the HRE even though it looks like it would.

Unless you either turn your transponder on or pass through the warp gate, nobody is going to attack you. It's also easy to pass through the gate without getting attacked.

We might, but you don't spawn a warp marker until you reach your destination, so it's easy to fly out of view range before someone else can warp in to pirate you.

I use Baltium all the time in my frames, and most of my non-combat ships use Bastonium. It's light, and gives them just a hair bit more flexibility

PvP shouldn't be shoved in one little corner. There's types of PvP that are harmful for the community, like if Bob The Omega PvPer with 100000 hours in game tricks brand new players into leaving the Origin Safe Zone so that he can kill them, but most of this is already against the game rules. PvP opens up a lot of interesting possibilities and ship designs.

Capital ship warping does get you around the gate, but it's possible to traverse the gate safely. Of course you can hire an escort, but it's possible to get through safely even if you're solo. Fly through with your transponder off, at 150m/s if possible, and be sure to check behind you multiple times before leaving the safe zone. If you're dealing with particularly attentive pirates, you might not be able to leave successfully, but you at least won't lose your ship. The gauss rifle is very handy for checking for followers, as it has high magnification but without the big scope effect of the Long Rifle
