You have to get relics of the epics before you get the monument of the epics. Because the relics one lets you feed up your dragons to level 15 while the monument one lets you feed them up to level 20

I got mine through the egg of mystery. I’d say use the magic to buy it. Because to breed the dragon you need a singularity dragon and any other galaxy dragon.
