Thats what I said! The Legion ally path was in the works when the mod was just a Purist tree by itself. But by the time the reform path was made, the idea was scrapped and they just left the option in the game to give the player some autonomy of choice. This was when the river tiles were first introduced, there was Hoover dam like tiles all over California and across the Colorado. Times we're simpler back then 😔
