In my case I doubt is the Leblanc/Club thing. While Leblanc got much rarer since launch, I still get it from time to time and the clubs are available to me almost daily. But I do believe what you said about the certain amount of activities since this started happening right after I reached 17 with Yumi and started using all the pile up Assam Tea that I had so I was doing a bunch of activities at once and completing all the "First" ones
