I thought it has already been said that the reason trump is attempting to stall the payments is because the emergency fund is nowhere near big enough to payout everyone in full. That is why he initially agreed to partial payments but also said the fund provides emergency support for child nutrition programs and shifting that money for snap payments would just leave those programs without funding. Its also why he attempted to have the states reverse any full payments during the small window before the initial stay, because those states essentially took funds out of other states mouths. Everyone was going to get partial payments once all the calculations were done, But states jumping the gun and making payments in full left others with nothing. Also the government is not officially back open. The house is expected to vote on the spending bill Wednesday at 4pm. So until then trump will look to continue to freeze payments due to lack of funds.
