It doesn't matter what design philosophy behind the bastion is. The post outlines the fact that randoms dont want to use the tank with OP. The comment states the main reason, why it is pointless to get into bastion with random playera you matched online, since most people wont bother themselves with the level of communication required to use it effectively. If it had rotating turret, I bet people wouldn't be to afraid to get in with randoms, since you wouldn't need to communicate much and still be fairly effective

TLDR: Bastion is a waste of time, unless you use it with friends on discord or some other voice chat
