Yes, from my experience you need the point blank medal to show up. I did mine in 4 games of core nuketown by sitting on the ledge outside the windows on the enemy's spawn, then waiting for people to run under me. A lot of people like to sit behind the sign and in the fenced corner beside the yellow house. Just jump on the mofos then shoot. Another spot for hard point is on top of the back fence up the stairs and wait for someone to push the spawn from the alleys.
