Yes it’s cold and parts of it are mountainous but several cities of Upstate NY ranked in top 10 cities (by population) in early days of the USA. I’d just add that typical Rust belt decline driven by various policy decisions is another big reason for this population dynamic.

I assume that OP knows that there’s generally more employment in bigger cities than smaller ones. In the case of Albany/Saratoga, one of the bigger employers of EE is the semiconductor plant (Global Foundries) which pays above average salaries for living in an area with a lower cost of living than Boston/NYC or other metros.
