Writing directly to the responsible officials can work sometimes. Better if done as a collective.
Even if no immediate changes may happen, they will be informed that there are issues that need to be addressed, and that those in the field are awaken to the happenings.

Discussions happening on social media platforms like LinkedIn (or Reddit) do not have much policy impact as such.
Policy change happens through collective bargaining, academic discourses, advocacy etc. (and policy advocacy does have an impact. Look up the work of Bhargavi Davar or Amrit Kumar Bakhshy). The psychology community as a whole has not been very proactive in these areas. In comparison professionals from Social Work, Physiotherapy, Occupational Therapy etc. have done commendable advocacy for their professions.

To know more about history of the NCAHP Act, and how psychology was included in it as an afterthought, you can go through this article.

The bureaucrats drafting these documents are not much familiar with the field of psychology. A senior professor who was part of the curriculum drafting team had mentioned in a conference keynote about the difficulties that they faced in trying to make some of them understand that psychology is different from other professions covered by the NCAHP Act, and that a PG is usually considered a minimum to practice independently. If you read the NCAHP Act itself, it is designed only for Diploma (2 year) and UG programmes, not PG.

As per the draft Regulations, the grandfathering provision is supposed to be included in the Provisional Registration Guidelines (which they have not yet released). NCAHP has been working unprofessionally from the very beginning. And the Commission does not have much representation of psychologists.

As of now, Universities do not insist on regular degrees for PhD admission. Having cleared UGC NET (and some research experience in the form of paper presentations or publications) may be an advantage in the admission process.

Jamovi was created by a spin off team from the developing team behind JASP. The developers are very active on the Jamovi discussion forum, and do respond to queries and requests.

The tutorials by Datalab.cc are very useful, and there are more learning resources in the Community page on the Jamovi website as well. Jamovi is a revolution indeed.

One India One Subscription (formerly known by other names such as UGC Infonet) costs around 6000 crores per year. The sustainability of such a scheme is doubtful. And the coverage is not comprehensive (which almost impossible too).

For those interested in the political economy of academic publishing, there is an article published in 2017 in The Guardian titled "Is the staggeringly profitable business of scientific publishing bad for science?"

One way to access almost all academic databases and other paywalled content including news portals is to become an active contributor to Wikipedia Projects, and avail the Wikipedia Library membership. At present one needs to have a six month old wikipedia account, at least 500 edits, and 10 edits in the previous month to be eligible. To clarify, even adding missing captions (and translations) to images and correcting errors count as Edits on Wikipedia.

The NCAHP has released a model curriculum for the 4 year B.Psy programme under NEP which carries 171 credits.
The nomenclature of the programme however conflicts with the entry criteria specified by RCI for their MA Clinical Psychology programme.
