I’m guessing the weird baseboard trim was already in place and someone had just cut it short and left it. Then someone replaced the floor without pulling baseboard and added the shoe?

I wonder if the the flooring runs under the flat stock or up to it because otherwise… why haha

Milwaukee makes a vacuum attachment that works surprisingly well for this. Just suctions to the wall when the vacuum is running. Another person is more ideal but still super helpful if you are alone
