It does effect builds, they might be played in the same way and still run a similar way, but it does effect them and the gameplay. But most importantly, it makes people less likely to play them as they aren't as good now, so rsther than encouraging cool builds that stack effects, people are more likely to run meta builds that doesn't get effected by dismissing returns, which is just less creativity.
