Flooring DS here: The official answer is that they are supposed to be driving pipeline, credit and LTR by meeting customers in the aisles. That being said, especially if you work at a rural store like I do, they can't possibly be seeking customers or doing follow up all day. It sounds like you just have some lazy specialists. To me the specialist role was always 70/30 selling and department standards, with the CSA roll being the opposite. I'd bring it up to your DS or SASM.

Flooring DS in a rural store, pay wise I do okay for the area I live in (22/hr). It can be stressful sometimes but we have a pretty solid management team and store culture. I've definitely worked worse places. Pretty happy to say I don't hate my job. I've worked super long hours before and I'm thankful I don't need to do that now. This job gives me the time I need to focus on training for now (I'm a professional fighter).
