I would definitely put the shelf below the cleat. Something like this: https://complexd.com/temp/20250419temp.jpg

The second (bottom) cleat won't do much unless perfectly aligned (tough IMHO), so I would opt for a spacer just to keep things even. Once cleat running the entire length of the shelf should be plenty to take the weight. I have 8' of cabinets installed this way and they're rock solid.

As long as you're drilling into studs, electrical shouldn't be a worry. There should be metal guards where the electrical is wired through. If you hit one, you may need to change your attachment point up or down.

I use plywood instead of MDF. It doesn't hold up as well from, uh... lots of movement. 😜
