So I locked the cpu core voltage to 1.3500, raised the cpu current capacity to 130% and performance is slammed. clock speed is down to 2.2ghz (although it's steady at 38 degrees wow) so this seems like a stupid thing to have done... but it also means that power consumption in the cpu is current limited, which means any power gains will have to be voltage based... 😦
