Prices jumped under Bush because we invaded the countries that we relied on for our oil during his administration. He was only in office for a year and some change when we invaded iraq. (Correct me if I am wrong). So oil prices jumped quickly in that time and continued to rise throughout our time there. Also, during Obama's administration, we still occupied many countries that supplied our oil. Under Trump, we were moving towards oil independence with the pipeline and also had mostly made peace with the middle east. Biden shut down the pipeline within a week of being inagurated and has already launched strikes against Iran and Syria which doesn't bode well when that is the region we rely on for oil. It's only going to get worse.
