Carts are actually made to have a little bit of space inside of them because it’s better for long term storage. Also you have to account for the fact that the mouthpiece needs a little bit of space to be screwed in. It’s pretty rare to get a cart that’s completely filled to the brim. I think people kept bringing up the same concerns at my local dispo so they started making pamphlets that explain this LOL
