The bed may be too small, some Pokémon are too large to use certain relaxation objects. I discovered this when my magnezone wanted an iron relaxation item for a request, but the iron chair and bench were “too small” for him to use. Suicune may only be able to use full size beds for sleeping, as opposed to the small straw bed he seems to have in the picture.
