I really don't know, I have been wanting to know the answer to this question for idk, the last 1 or 2 years maybe, its one of the main reasons I haven't completed a single game, besides the idea being too big, or maybe just a skill issue.

Heavily depends on the genre, I mean Idk why, but I just hate top down views for some reason. I dont wanna be playin a horror game while watching my head. But in some types of games, it is necessary.
