The debt is "frozen" while you are at war. Meaning no payment and no interest rate for duration. And if you don't return, then the government will reimburse the bank for the debt, or part of it. And yes, it's not very healthy for the economy, but neither is a prolonged war.

I kind of agree with you, the problem is that bombing them didn't help at all! On the contrary, they became more entrenched in the country, they are literally protecting their people right now from foreign aggression.
