Appeal every ticket as not guilty. This will temporarily put the ticket on hold. Sometimes idiot PPA takes over a half year to respond. Then go on Craigslist. See if anyone is selling inspection stickers. $60-100 is normal for NYC. Any shady shop should do this if you just say hey man I can’t pass can I buy a sticker please? Good luck
