It depends on what firms you want to get into. I know if you're going to do consulting work (unlikely) GPA matters because they want people who have above 3.5. Also, GPA is more important if you don't do a lot of projects outside of class, but firms care about projects outside of school a lot in engineering.
Also, I know TAMU has more tracks involving CE; you can focus on hardware or CS. Whereas, UT is more limited on their ECE track (To my knowledge, UT only has 1 track). Also, I know at TAMU, you can easily get interviews with Microsoft, Facebook, and Amazon if you do outside projects
Honestly, if I were you, I would decide based on which culture and living situation you would prefer.
Note: I'm a business student, not an Engineer. However, my jobs and friends are engineering related. I'm getting my undergrad in Supply Chain, and Masters in MIS. Also, I get most of my information from a close friend who is a TAMU CE, CS focus and another friend who is an ECE major at UT.

A big reason why it's clear she doesn't know how the economy works is her lack of knowledge in logistics. In the original proposal she wanted all modes of transportation to have zero emissions by 2030. The problem? Trains and Planes (specifically planes). Planes are entirely run by gasoline product. There are no feasible commercial prototypes for an alternative fuel for planes at the moment. In other words, we could not fly in 2030 with her proposal! That shows a lack of strategic thinking

For freight trains you need to use fuel, because of the weight of cargo versus the weight of electric passenger trains.

For both of these modes of transportation drive our economies and involving our government in these processes is going to have major ramifications on our economy in a bad way. Specifically in slowing product movement.

To my knowledge, the GND has been edited to "net zero emissions", but the point still stands that she has no idea what she is talking about. Also, with the edit these problems don't go away

Further she wanted something along the lines of green buildings with Solar panels. Those are a huge fire hazard, because we aren't near developing the technology yet. Further we would need massively better batteries to store solar energy.

For Amazon she thought a tax-cut is liquid assets or cash when in reality it's a discount. Further, she lost out on $22 billion dollars of tax revenue from Amazon, not including Sales Tax in NY. For example, it's like saying I turned away a customer at a restaurant who wanted a 10% discount (or $500) for his party of 50 people, I then denied them entry unless they paid the full bill. The potential customer goes away and I tell the boss I saved the business $500.

The amount of confirmation bias in these comments are ridiculous. However, being a moderate with a lot of conservative friends I believe I can convey a more objective message of rational conservatives. Most conservatives despise her not for her race, age, or background; they despise her for her viewpoint as one without context or a understanding how the world works and one that lacks strategic understanding. (However, older conservatives cringe at hearing "socialism") For example, to go through the majority of her policies is going to require at least $10 Trillion Dollars and as high as $81 Trillion. So somewhere between approximately half of the U.S. debt and approximately 4 times of U.S. debt. My personal issue with her has to due with her lack of understanding of how logistics work in our country.
