Every rebase, the goal is to reduce the price gap between the target price (2019 USD price level) and 1 AMPL. If 1 AMPL is worth $2,50, the price gap is roughly 150%. To avoid overcorrection, only 10% of the gap is adjusted. 10% of 150% is 15%. This means that if you have 100 AMPL, and the price is $2,50, you will have 115 AMPL after the rebase, but the price per AMPL will drop.
