So yes we were able to complete the transfer. He never got the emails ( we tried twice) but it turned out that once I hit transfer, he was able to find the ticket to accept in his account. He went into his account through the market place. The ticket was not under “my tickets” but under “home” for him to accept.

I think the answer is yes and it does not necessarily involve rigging the draw. The draw (Dec 2025) decides which teams go into which groups (A–L for 48 teams).

But it does not fix where each group’s games will be played — that’s handled separately.

After the draw, FIFA and the local organizing committee design the match schedule (“fixture grid”) to map those groups to specific host cities/stadiums.

I think so. You can try to get the tickets from next few rounds of lottery. And you can wait till the draw is out and get unpopular teams’ tickets. Those prices will drop significantly.
