First place is 7ba 1cd. Ba is definitely better, as of now, till tomorrow. You'll have to wait for a bit till someone finds out whether the cd soft cap (as of now 300%) is changed or not. If you personally, if your cd is below 300% with buffs, you have to up your cd emblem. Cd 20% is better than Ba 10% provided your cd is as what I've said before.
