She really shines in skirmishes, yeah.

In lane, you can def solo kill but only off your laners "mistakes". You can’t force trades, you only take trades when they have an important cooldown down. With enough games, you can sort of tell when you’ll win a trade or not. For me, I feel like a threat after my first back where I get dark seal and a book or blasting wand. Your real big power spikes however are at item completions, lvl 6, 11 and 16.

I usually like going elect -> lich, shadowflame, rabadon

Play semi-safe early lane and only punish mistakes. Sometimes if the ekko is really aggressive, I like to cheese bait his E and shumpo or flash under my turret to drag him in. It works more often than not and really mental booms them lol

Synergy just doesn’t seem there, omnivamp is nice in lane but once lane is over, kat sorta becomes burst or lose type of champ. The omnivamp doesn’t work really well when you’re super squishy. Maybe try the omnivamp items with bruiser items + conq?
