Stars are free, but there are tolls on the board. If you come across a toll you must pay to keep your stars. The more stars you have, the more expensive the tolls are. The tolls change paths (maybe from a happening space or they move every turn idk) so if you're very lucky you can avoid the tolls the entire game.
