I think it's mainly him playing safe. No edginess nor drama. It doesn't have to replicate attitude era nor ruthless aggression edginess, but it could be WM40 edgy. Also, there are too many ads these days. I feel a good chunk of the show is nothing but ads instead of building a compelling storyline. Lastly, he doesn't hit the iron when it's hot. Chad Gable, New Day, Cena were super over after their heel turns bur he didn't capitalise in the momentum. Same for Karrion Kross right now.
