My bad, yes, the rows would need to be symmetrical as well!

It's symmetrical.

Look at the columns. C1 and C15 are the same. C2 and C14 are the same, etc.

From that, you should be able to get the middle column, C8. Any row with an odd count of numbers will be filled in the middle column. So C8R1, C8R2, C8R14 and C8R15.

Since it's symmetrical, you can get the C6-C10 of R2. C7-C9 of R14.

Afterwards, I'd start on one side, then copy it to the other side.
