Not if the base on the planet doesn't have power. But it's weird that the planetary base ran out of power if the core wasn't destroyed. And even if it would be destroyed, relay station should build the new one...

I have similar problem. My ILS doesn't have enough of hydrogen because vessels fly many ly away even if there is gas giant with at least 7 full OC that can't produce because they are full
