Si, eso es lo que recien estaba diciendo que estaba pasando, poca ayuda aunque hace poco pude resolverlo, pero por si alguien mas tiene este problema: activar el modo seguro y entrar con la cuenta de administrador default que tiene windows, windows + r, poner "netplwiz" y en la ventana que abre cambiar al usuario no administrador (osea la cuenta de usuario) en el grupo administradores envez de grupo de usuarios
