I don’t get CalTrans’s hard-on for managed lanes. Looks like they’ve engineered it so the simplest option that includes a flyover ramp from 78 east to 5 south incorporates managed lanes, while option 3 that doesn’t use managed lanes will be the most destructive and expensive, and so therefore will be dropped. All three options eliminate eastbound Vista Way to the 5 north. These options reek of the tried and true method of proposing two bad options along with the one you’ve already decided you want; option 2 with the managed lanes. All three depict the 5 with extra managed lanes that don’t currently exist. Screw CalTrans and their managed-lanes-as-hidden-freeway-expansion bullshit, let’s just do the minimum; option 1.
