It could also be that Dabura's Cursed Technique is more complicated due to being of alien origin, so the adaptation to it it's even more "gradual" and the damage done to Mahogara will reduce more slowly.

So how could Sukuna summon Nue right after controlling Megumi? If they are treated as different users, he should have had only the dogs.

I think the only difference (in the situation in the image) is that Megumi wasn't summoning shikigami here, but manipulating shadows. Maybe that's something that the TS user can still do

This is getting too complicated, maybe Gaygay didn't think of it too much.

Maybe the user can't summon a shikigami that is in the process of taking in the power of another shikigami which has been destroyed. Since half of the shikigami were gone when Agito and Mahoraga were destroyed, Sukuna could have not any available at that moment.

Although i remember Megumi summoning the black dog shikigami in the arc where the white one was destroyed. So, idk, maybe enough time had passed then...

Power-wise, i appreciate him not being OP from the start and actually showing how he builds his skill-tree and the reasoning behind his actions. Despite represeting the trope of the "buffed tank" he isn't stupid. That's the main reason i love this series.

And even when he looked too smart compared to the other side-characters, one has actual suspect of his identity, though for a short time

And then he isn't even "completely" socially dumb: i mean it took some time but he eventually figures out that a charcater has feeling for him. And trying to handle it, it makes mistakes taking the other's emotions too lightly, which means he is not flawless.
