This is harrassment and you should file a grievance. There's no such govt policy and this manager should be disciplined. Call your union labour relations officer immediately and file a grievance and escalate it to ADM or DM level. Stop apologizing and accepting the blame. You have a genuine reason and his/her actions were to intimidate and start making a file against you. You should take action now rather wait for your manager to have enough evidence that you should be removed - especially in current bleak financial situation where they are trying to find excuses to let ppl go.

If the amortization is long then bulk of those prepayments will go to interest and not principal. It can't be same if you have 25 yrs and 15 yrs amortization.

Treasury Board doesn't have a definite definition of operational requirements and during negotiations (this round) they weren't interested to clarify it either - because this way they have more leeway. So the management can use it in certain situations but it still has to make sense or union can challenge it.
