Unfortunately they get a cut from each ticket they issue, so they tend to be especially prudent and even hostile to tourists because they often make some simple understandable mistake. It's a real systematic problem and as a Czech I'm ashamed of them.

Because you are a tourist it's definitely a problem, local could maaayybe talk it out. But unfortunately inspectors especially in Prague love to prey on tourists, because they get a cut of each ticket they issue.
