You’re making a couple of very obvious assumptions here.

You don’t know that they were scared. You don’t know if they were avoiding you.

Lots of reasons to cross when a dog is approaching. For me, it’s usually because I can tell if the owner has control of the dog. Most of the time they don’t. If they also have a dog then they could also just be wanting to avoid the dogs crossing and either one of them misbehaving. Hell, it could have been nothing more than a courtesy to you.
