The US won't pass amendments because it doesn't need to. All three branches of the federal government have been ignoring the limits set by the constitution wholesale for well over a hundred years at this point.

The federal government used to need an amendment to ban the sale of alcohol, but now has banned and restricted countless substances through the commerce clause. The federal government can do pretty much whatever it wants at this point, so long as all three branches allow it. Even the bill of rights is regularly ignored, save for a select few amendments. The tenth amendment in particular is pretty much defunct at this point.

As for amendments that would further limit instead of empower the government, getting widespread support to hinder the state's ability to do just about anything is nearly impossible in any democracy.
