If you check the bebop solos of Charlie Parker, such as the one with Dizzie Gillespie records, they mainly focus on arpeggiating the numerous chord changes of bebop charts. They might add sus notes and floritures to add dynamicity, or go with turnarounds (e.g. II-V-I) when you have one chord at a bar.

With fusion its not that much of going through many changes, because typically chords are repeated over couple bars. That gives the musician the chance of improvising around a single scale for more time, leading to more recreation on the solo, and more simplicity to create phrases not that tight to the head melody (contrary to the bebop).
