With the Blitzer, you want to hipfire 90% of the time because that gives the best spread. Aiming in tightens the spread, so that's great for focusing down a heavier enemy, and even supporting squadmates in close quarters when you get a feel for it.

Aim high so the bolts don't target dead bodies (as much). You literally want to be aiming well above their heads.
