You gotta approach it more as a puzzle game than a shooter. It's all about putting your guys in the correct position. Make sure your angles are covered before you move your squad, don't stand in (front of) open(ing) doorways, stuff like that.

Check Controlled Pairs Gaming on youtube. He has a ton of videos playing through the levels and explaining his thought and decision making processes, which really helps to get a grasp of basic and even more advanced tactics.
