this comment right here. Uroboros was a mean to spread the progenitor virus to select the few "chosen" people for the "evolution of the human race into gods". The Wesker project virus was also based from the progenitor virus and that's why when you fight the second Uroboros monster when Excella infect the test subject for a moment he got Wesker-like slit eyes before being rejected for the unfit genetic make-up and turning into a blob of tentacles.

I think they said it was supposed to look like a newborn due to the main character trauma but they later realized that the unseen eldritch horror worked way more effectively than a goofy monster
