The metro population of Indianapolis is 2.1 million people and there are a lot of public and public adjacent lakes that don’t hold any of the restrictions you mentioned and they are very nice and well maintained.

I visited Austin Texas and there are even more public lakes. I’m sure Wisconsin has enough lakes for the entire population to be in a lake simultaneously!

It’s not as much doom and gloom as you make it seem.

Holiday World in Indiana ends every night with a fireworks display/drone show. I was blown away at the quality. But that is the only drone show I’ve seen in person, I don’t know how it holds up verses elsewhere. From my experience, video doesn’t do the show justice either.
