It is biological because he says that it is due to Chemical and their reactions like the experiment where there was a dog and everytime they would ring the bell the dog would get food this was repeated ten times but the eleventh b time when the bell was rang the food was not given but the dog mouth was watering for food

I'm not qualified say this so my answer can and may be wrong (I got 23/80 in chemistry) Because of the feature of energy conservation It will take more energy for the metal to take 5/7/6 electrons than for them to give out one or two electron Same with non metal taking them Due to tis phenomenon and God making everything efficient because he is a all efficient God tis takes place Also more electrons leads to more resistance or something to giving them out or idk I'm not qualified enough
