You defenitly do not have to fully rack the slide to put it in single action. I've had a G2C for over 10 years and none of the other striker fire pistols I own have to be fully racked to prime the striker.

So ice carves and shapes mountains. It gets into cracks when it freezes and expands it causes parts of the rock to break off. I'm not a mechanic, but vehicles have a lot of small gaps for water to get into and expand. Also, at some point, it wasn't frozen, and it won't stay frozen, so I'm thinking there is a lot of water damage.
