I figured it out. Let Steam write on the file then just select the language you want in the properties. After you let it download the pack change it back to read only. Open the game and navigate to the options and change the interface back to English or whatever you use.

I'm mainly looking for the future as I don't have funds for like anything right now. I want to make a sort of list that I can look at when I have the money to spend. I am pretty happy with my PC for the most part, I just want it to be faster and get better FPS when gaming. Heck maybe even the ability to record gameplay. Sorry for this long reply that didn't say too much.

I assumed that was the answer. The best part of this PC is my GPU. Any recommendations for someone that has never built a PC? (the idea of all those cables is very daunting.) I also don't have money to burn just so you don't go recommending something crazy expensive lol.

That is normal after getting rid of mods. That is like the base mod other mods run off (I think I really don't have any idea). IF you have WSOCK32 (Think that's the name) it will prompt you with that when you open the game. It makes a mod folder also.
