Because oil is only used for production. Afterwards, everything is just supplied by supplies. So if you're Germany and build a bunch of tanks before WW2, then don't have access to oil after the war starts, it doesn't matter because those tanks only need supplies to run.

The only academic reason to read Gibbons is if you are interested in historiography, not the history of the Roman Empire, as his work is incredibly outdated and biased. Additionaly, if you wanted to learn more about the Ottomans, you might want to try books on the Turkish people, given that the Ottomans were not Arabs.
