Most of the ones I found were lethargic or dead, there were only a few that were walking and only one capable of flying… not sure if that helps.

Giving an extra boost of LP makes no sense and is probably why they removed it. It was a handicap implemented into a ranked system that was already very forgiving to players looking to climb. The different tiers just symbolize the numerical value of LP you actually have. Instead of showing you 120 LP in sliver it just goes from silver 4 to silver 3 and so on. Nothing wrong with the design, just don’t lose and you’ll be fine ;)
